Toronto continues to be one of the safest cities in North America. However, the first half of 2023 saw an increase in crime of approximately 12% year over year. That continues the post-Covid trend, when crime rose by 18% in 2022 compared to 2021.
In the first 6 months of 2023 a total of 28,511 crimes was recorded by the Toronto Police across the city.
When identifying the safest Toronto neighbourhoods, we apply the same calculations as many other organizations: i.e., we look at the ratio of crimes to population of a given area. In other words, if two neighbourhoods have the same total number of crimes recorded, the one with higher population is considered safer, because the chance of becoming a victim of crime there is statistically lower.
For example, the lowest absolute number of crimes (excluding bike theft) in 2022 was reported in Guildwood (84), but the neighbourhood places 8th on the list due to its lower population count. On the other hand, Avondale saw 89 reported crimes, but tops the list, because its population is about 40% higher than that of Guildwood.

On the graph, the higher the number is, the lower the risk of encoutering crime is. For example, 1 in 162 chances of encoutering crime during the year is better (less likely) than 1 in 109.
